As soon as the European patent specification has been published, the EPO issues the proprietor with a certificate attesting that the European patent has been granted to the person named in the certificate. Upon special request filed within the time limit of Rule 51(4) a copy of the patent specification is attached to the certificate . The proprietor may also request that a duplicate copy of the certificate with the specification attached be supplied to him upon payment of an administrative fee.
