For international applications entering the European phase with an international preliminary examination report, the examiner should carefully take into account the position taken in that IPER before deviating from it. This may be necessary where the claims have been changed or the interpretation of the rules regarding unity of invention was erroneous; see further III, 7.11.1 and III, 7.11.2 above.
